You can not use the ability ON YOUR MARKS! on wet characters (that you just played). They have to be dry. That is because this card uses the ⟳ symbol in its ability, as opposed to Stitch - Rockstar's ability ADORING FANS (Whenever you play a character withcost 2 or less, you may exert them to draw a card) that uses the word "exert" instead of the ⟳ symbol.
Note the Move Cost is 0. If you have two in play and Cubby - Mighty Lost Boy, his ability gives him +3 Strength everytime you move him between the two for free (3-6-9-12-15-... Strength).
